@PURGE ( [*](player) | [+](group) ) = YES

@RECYCLEs everything the victim owns. Only Gods can use this command.

The command must be typed in full, including the yes. The victim is
not @RECYCLEd. If the victim is a player they will either be sent home
or to #0 if their home was @recycled in the @purge. If the victim is
an owner-group, it returns to being to a normal group.

If the victim owns several dozen objects this can freeze the server
completely for several minutes. It should therefore be used sparingly,
and only in times of low usage.
