@TOAD (victim) = (heir)

If (victim) is an owner-group, it becomes a normal group again.
If (victim) is a player they become a chocolate toad and are unable
to use that character again. Nothing prevents a new character with
the same name from being created moments later.

Either way, everything the (victim) owns is @CHOWNed to the (heir).

Only Gods may use this command on players.
