ROBOT players can't
- use exits that are set ROBOT,
- enter rooms or page people in rooms that are set ROBOT, or
- take things that are set ROBOT.

Robots can't be paged from players in rooms set ROBOT.
because the robot won't be able to answer.

Only Gods can set players ROBOT.
(Wizards can set themselves ROBOT, but why bother?)
