Flag: Builder/Constructor/Creator

@SET (player) = ( BUILDER | CONSTRUCTOR | CREATOR )

DragonMud restricts building commands to BUILDER players.
Only builders can @create, @dig, @link, @open, or pick up
unlinked exits.

@makegroup does not require a builder bit.

The BUILDER/CONSTRUCTOR/CREATOR flag is only meaningful for players.
(On (things) the same flag indicates COPY-object status.)

Only Gods can set this flag on others.
Wizards can set it on themselves.
