Some commands manipulate groups directly: @MAKEGROUP, @ADD, @REM, @STRIP
@EFFECTs set up ways to for users to manipulate groups in restricted ways.
Groups can have complex @LOCKS regulating control, visibility and requirements.
Because Groups have no location, the + prefix is often required
when refering to them. Group names must be unique.
Groups can be given @DESCRIPTIONs, @SUCC/@FAIL messages just like any
other object.
